Don't break the rules

Google AdSense Program Policies: Publishers participating in the AdSense program are required to adhere to the following policies. We continually review all publishers according to our program policies ( http://www.google.com/adsense/policies ) and Terms and Conditions ( http://www.google.com/adsense/terms ). During a recent review of your account, our specialists found that it was not in compliance with our policies.

This is my 17th attempt since I started submitting my website to google adsens but still I did not get Google adsense for many reasons...
